Technical assistance for the start-up of an Energy Services Company - Dessau was hired by Electrotek Concepts Inc., an American engineering consulting firm based in Washington D.C., and under contract from USAID, to provide technical assistance for the development of an Energy Service Company (ESCO) in Romania. (1998)

 

Russia

 

Utility Managers Development Program - Canada's Ministry of Foreign Affairs, Task Force on Central and Eastern Europe invited B.C. Hydro International to submit a proposal for the training requirements and the opportunities for assistance to the Ministry of Energy and Fuels in Russia, subsequent to the dissolution of the USSR.  On the basis of a proposal submitted by B.C. Hydro, Foreign Affairs approved a Canadian Utilities investigative mission to Russia by four senior managers – two from B.C. Hydro and two from Ontario Hydro.  The resulting project consisted of the provision of training and institutional strengthening in the areas of finance and economics, management methods, hu7man resource development, system operation, power tools, conservation and demand site management, environmental/mitigation and management methods for managers of Russian electrical utilities. (1993-1997)
